President’s MessageWe held our first “successful” annual general membership meeting on Saturday, December 6, 2008, at 6:30 P.M., at 235 Buck Point Trail, Pope County, Dover, Arkansas 72837, permanent residence of the Federal Tax ID.  I assumed the presidency and Randy Naylor was appointed as Vice President.  Lee Fields was temporarily appointed as the Treasurer and Chair of the Budget and Finance Committees.  Melissa Davis was the designee Secretary and to be appointed as the Secretary as of January 1, 2009.  Harold Davis was appointed to the Nominating Committee, Melissa Davis as the Membership Chair.  The rules were suspended without being in conflict and an open forum discussion ensued concerning the poor performance of the first year of operations in 2008.  It was agreed that the unusual weather conditions with all the high water couple with the high cost of gas were the major contributing factors.  And, it was also agreed that we must be more proactive in the dissemination and saturation of information/publicity for the tournaments.

 

Our thanks to Melissa Davis for completely revising our website…tremendous and fascinating work Melissa.  Melissa has also now been appointed as the Treasurer effective January 1st.  Below text for a special general membership meeting on March 14 as we will consider consolidating the Secretary/Treasurer into one position.  This will also allow only three board positions instead of four, therefore, ensuring a majority vote by the board with an odd instead of an even number.

 

(Last minute addition):  We have been formally accepted and sanctioned into Cabela’s King Kat and leading to eligibility to fish in the Pickwick/Wilson Classic.  More on this in our next newsletter.

“Planned” Tournaments (in brief by dates):

     Feb 28 – Arkansas River - North Little Rock Alltel – NAYLOR, 7-3 PM, weigh-in at 
                    4 PM

     Mar 14 & 15 – Lakes Millwood/Earling (Charitable) – FIELDS, Tournament entry
                    fee/payout for Millwood.  
No entry fee and no payout for Earling.

     Apr 18 – Lake Maumell – NAYLOR

     May 16 – Beaver Lake (changed from MS River) – DAVIS

     Jun 20 – Blue Mtn Lake – Bring a child(ren) under 16 - SCHWEYER

     Jul 18 – Lake Norfolk (Gamaliel) – FIELDS, 6-2 PM, weigh-in at 3 PM

     Sep 19 & 20 – Lake Dardanelle CLASSIC (Hwy 64 Ramp) – SCHWEYER

 

The $50.00 entry fee remains the same per boat with an 80 percent payout.  Should a nonmember replace a team member that cannot be present, then an additional $5.00 fee will be assessed.


The points system will be used for determining the Angler of the Year and right to participate in a national tournament.


The optional Big Cat was reduced from $20.00 to $10.00 but still with a 100 percent payout.

 

Pre-registration is allowed and encouraged (see rules).  Registration will normally begin one hour prior to starting time and run for 45 minutes.  Launching time will be determined by the earliest time possible commensurate with the local tournament location and conditions.  Check-in times will also be determined at different locations primarily due to circumstances at those locations.


Tournaments with all the available information at this newsletter release date and time:

 

Feb 28 – The Arkansas River in North Little Rock hosted by our Arkansas 
     Catfishing Association and V-P Randy Naylor and sanctioned by the NLR Tourism,
     at the public launch behind the Alltel Center.


     Registration at 6 AM, launching at 7 AM and quitting at 3 PM, with weigh-in at 4 PM.

     Directions: 
          Coming to ALLTEL Arena from the WEST on I-40 (Ft. Smith, Fayetteville): 
          Follow I-40 to North Little Rock.  Take I-30 West to Little Rock.  Take the
          Broadway, ALLTEL Arena Exit (141B) onto Cypress Street and proceed five
          blocks to ALLTEL Arena. 

          Coming to ALLTEL Arena from the East on I-40 (Memphs, Jonesboro):
          Follow I-40 to North Little Rock.  Take I-30 West to Little Rock.  Take the
          Broadway, ALLTEL Arena exit (141B) onto Cypress Street and proceed five
          blocks to ALLTEL Arena.

          Coming to ALLTEL Arena from the South on I-30 (Dallas, Texarkana):
          Follow I-30 East to Little Rock.  Take the Broadway, ALLTEL Arena exit
          (141B).  Turn Left onto Broadway at the stoplight.  From Broadway, turn left
          onto Cypress Street at ALLTEL Arena.

          NOTE:  The NLR Ramp is located/entrance under the I-30 overpass.

March 14 & 15 - Lakes Millwood and Earling in SW Arkansas: 
We have been
     invited to have a tournament at Lake Millwood and Lake Earling in SW Arkansas
     near Ashdown and Magnolia.  The lakes are (happily for us) overstocked with
     blues and channel catfish (not flatheads – catch and release those guys after
     weigh-in at Millwood) and the AGFC would like to reduce their numbers and we
     are glad to oblige.  The daily limit is 10, but at these lakes they are doubled and
     therefore we can catch 20 a day.  Because we are a 501c(7) association we are
     required to have at least one charitable tournament a year and this has been the
     one selected.  Although our motto (in part) is “Catch and Release” we can deviate
     from that by the Standing Rules especially in view of the charitable event. The
     lakes are near each other thereby precluding additional travel expense and energy
     conservation.  We will process the catch and package with dry ice at the end of the
     day and donate to the needed as determined by Hope in Action, Hope, Arkansas. 
     We have a 225 gal. plastic tank with an AC aerator to keep the fish alive until we
     can process at both lakes. We will provide all the labor and freeze bags and 
     process the fish so bring your skinning and boning knives and boards or whatever
     you use.  Bring additional ice chests if you have one or more, and we can obtain
     dry-ice from Kroger’s (reimbursement by the association with receipt).

     Directions:
          From Ashdown on U.S. Hwy 59&71, take Hwy 32E towards Saratoga, and turn
          left (North) on Farm Road 317 straight into Yarborough Landing. 
From I-30 at
          Hope take the exit U.S. 278 and an immediate left on State 73 towards Saratoga
          and 32 west and right (north on Farm Road 317 straight into Yarborough Landing.

     Launch sites:  Yarborough Landing (is not part of the park)

     Times:  6:00 A.M. local until 3:00 P.M.

     Facilities:  Various motels, RV park, tents, camps. Ashdown.  The landing has a
          new pavilion and will serve 
breakfast all day plus meals, ice, and “lots of baits”
          specially ordered for our 
tournament.

     Bait shops:  Yarborough Landing Marina, Dave Meredith 870 898-2346

     NOTE: Understand that Lake Millwood is not very boating friendly.  So you may
          want to consider underwater stumps, logs and debris.

     Lake Earling (LaFayette County) - Lake Earling Park:

  
  Directions:
          From Magnolia, take U.S. Hwy 371 SW 26 miles to Taylor and turn right on Hwy 
          19 over to Hwy 53 and to Lake Earling Park.
     Launch sites:  Lake Earling Park (lower East side of the lake)  
     Registration at 6 AM, launching at 7 AM and quitting at 3 PM, with weigh-in at 4 
          PM.  

     Facilities:  Public ramp

     Bait Shop:   A-1 Sporting Goods, 7250 Hwy 53, Taylor AR 71861, 870 859-2277.   
          About 4 miles past the park with 
the above directions.

     sponsored in part by the Lake Norfolk Chamber of Commerce.  Lake Norfolk has
     a rule that live (and therefore cut bait) must come from Lake Norfork and can only
     be purchased at an authorized bait shop.  Of course worms, liver, artificial lures, or
     etc. is not included in that legality.  Next door to Tim's business is the Hickory Hills
     Resort, 3553 Hwy 101 North, Gamaliel, AR 72537, 870 467-5255,

www.hickoryhillsresort.net.  They have six cabins fully
     furnished and have already agreed to give us a ten percent discount, so give
     Greg & Donna Meng a call if you’re interested in staying in a cabin singularly or
     consolidated with others.  Tim’s grocery and bait shop opens at 5:00 A.M. 7 days
     a week, and serve breakfast sandwiches, coffee and rolls, etc., and will prepare
     you subs to take with you.  There is also a restaurant a few blocks away.

 


Sep 19 & 20Lake Dardanelle CLASSIC (Hwy 64 Ramp) – SCHWEYER

Special General Membership Meeting – Proposed Change to Bylaws: 
     General Membership meeting will be held on March 14, 2009, 3:15 p.m.,
     immediately following the Lake Millwood weigh-in.  The sole purpose of the
     meeting will be to decided whether or not to consolidated the Treasurer and
     Secretary into one:

 

     “Treasurer/Secretary.  The treasurer/secretary shall be responsible for publishing
     general membership meeting agendas; keeping accurate minutes of meetings in
     conforming to Robert’s Rules using the format developed for the secretary; sending
     notices of meetings; letters of appointment to committees or persons; and, notifying
     persons who have applied for membership of their acceptance or denial as stated
     in Article III, Section 5. The treasurer/secretary shall have other duties as prescribed
     by the President.  The treasurer/secretary shall be responsible to ensure that a Tax
     ID bank account is maintained with authorization for him/her and the president; shall
     be responsible for the collection of dues; receipt and deposit of financial
     contributions and income into accounts at such banks and financial institutions as
     the other board of officers shall direct; shall keep accurate records of monies
     received and expended and shall make a financial report at the annual general
     membership meeting.  At the end of ACA’s fiscal year (1 November – 30 October),
     the president shall be responsible for securing the services of a disinterested
     person to conduct a review of the association’s financial records to ensure
     correctness.  The treasurer/secretary shall be the chair of the budget and finance
     committees, and shall submit a yearly budget for adoption by the board of officers,
     at such time as the president shall direct.”

Article VII – Amendments

 

     Section 1 – Amendments.  The Constitution (Purpose) cannot be amended,    
     however these bylaws may be amended by a two-thirds vote at any annual 
     meeting, provided that written notice of the proposed amendment shall have been
     given to the membership at least 60 days prior to the meeting.  The notice shall     
     include the complete text of the proposed amendment.

     Section 2 – Effective date of amendments.  Amendments to these bylaws shall
     take effect at the adjournment of the meeting at which they are adopted unless   
     otherwise provided.
